STATE, NOT THE LAW in LYON:
NOT CLOSE WITHOUT ACCOMMODATION
SUSTAINABLE SOLUTION FOR THE OCCUPANTS!
In Lyon, 219 accommodation places will be closed or deleted structures in 7 in April. More than 200 people, living alone or with family, will be paid to the streets in the coming weeks without any clear proposal of relocation.
They have unique perspective to the call at 115, a device that denies the already saturated every night on average 50 people [1] . On the night of Monday, April 7, 1989 individuals applied for the 115 have had no offers to host [2] . These figures may rise in the days and weeks to come in view of further closures and cuts of places of accommodation.
This runs counter to the law on the right to housing (DALO of March 5, 2007 the application of which is guaranteed by the state), in particular its Article 4 which states that: "any person allowed in a structure emergency shelter must remain there, if it so wishes, until he be given an orientation. This orientation is made to a structure of stable accommodation or care, or about a dwelling suitable to its needs. " These rebates on the street is also a violation of the European Charter of Human Rights in the City signed by Lyon in June 2002.
Accordingly, the signatories:
- today require a moratorium on closures, emergency shelters ;
- require alternative housing for individuals and families as part of a concerted effort between field associations, accommodation facilities and public bodies;
- defend an appropriate treatment of people in precarious Lyon part of law enforcement DALO.
More broadly, the signatories:
- regret the lack of prior consultation and apolitical approach prevail increasingly in the management of populations precarious
- affirm their support for social workers and teams field in their daily work made even more difficult in the current circumstances.
We do not surrender to the street people who have obtained temporary housing. We will support the actions of occupation and denounce systematically planned closures unresolved.
